ABSTRACT
The quest for international order amidst dramatic political change was, until
recently, a challenge stemming from the accelerated flux of a globalizing world.
Today order is sought amidst growing regional violence sparked by a superpower
state provoked by strikes and threats of asymmetric power. This power acquires its
strength in large part by exploiting the networks and vulnerabilities of globalization.
But international order is threatened by more fundamental vulnerabilities that lie at
