ABSTRACT
Responding to the threat of terrorism is a most signifi cant issue for the international community – and this, of course, is the major reason for our meeting to discuss ‘International cooperation and counter-terrorism’. In this framework, one of the most crucial challenges facing the international community nowadays is assuring respect for human rights in the context of the struggle to defeat or to counter terrorism.2
