ABSTRACT

What of the future? There can be no doubt that the ITU will continue. If it did not exist something

very like it would have to be invented. World-wide standardisation of the technical and administrative sides of electrical communication systems has had immense benefits. ‘Wired services’ are better dealt with multilaterally rather than by bilateral arrangement, even though individual cables are bilateral connections with their own ruling agreements as to ownership. It makes sense that wired messages are transmitted without the intervention or interruption of transfer to a system operating to different standards. In the ‘wireless’ realm the Laws of Physics require that radio services are internationally regulated and coordinated. Broadcasting, by its nature, can interfere with other broadcasts. Narrowcasting can disrupt the reception of other transmissions. Satellite frequencies require protection if the satellites are going to work.
