ABSTRACT

The combination of a robust regulatory framework and the rapid development of technology in the field of Air Traffic Management (ATM) have enabled key safety issues, which had previously plagued the industry, to be addressed, improving the overall level of service offered to the travelling public. This chapter focuses on three key aviation markets: Europe, the United States of America and Australia. As it examines the foundation of EUROCONTROL was in direct response to the need for one authority to be designated with the responsibility of incorporating the International Civil Aviation Organization (ICAO) standards and recommended practices (SARPs) with regard to ATM services across the European region. The Civil Aviation Safety Authority (CASA) has responsibility for the regulatory oversight functions of ATM through its Office of Airspace Regulation (OAR). The OAR has developed its future strategies in line with the ICAO international standards, and consistent with the Global Air Traffic Management Operational Concept (GATMOC).
