ABSTRACT

This chapter discusses the feasibility of the adoption of DEs (Digital Ecosystems) in the Latin American context, based on the experience of deployment of DEs in the European Union, and to a smaller extent in India. It develops an analytical methodology or 'tool' that is optimized specifically for the Latin American context and that can help in the drafting of socioeconomic innovation and development policies. The chapter oscillates not only between different disciplines, but also between different understandings of socioeconomic action, e.g. microeconomic vs. macroeconomic. It discusses how the problem of integrating ICTs (information and communication technologies) into socioeconomic development policies can be operationalized in practical terms. The chapter describes the theoretical and empirical findings to define an interdisciplinary policy analysis visualization tool and use the Argentinian case study to discuss its validity. It discusses collaboration between European and Latin American researchers in the context of the Framework Programme 7 EU project EULAKS.
