ABSTRACT

In air safety, it can be observed that actions are focused on the coverage of the needs of distribution and use. So, there is an ample set of regulations and information systems for the distribution of all the necessary content in the use phase. One of the problems with the necessary competencies is of topographic character. Competencies do not exist in a vacuum but need to be supported by resources that have specific potential. In particular, the emphasis in air safety on the use of the acquired competencies and the resources used to get these competencies has affected the ability to generate new learning. The organization needs to simultaneously attend to the use and generation of learning and therefore can not admit practices in which one activity represents a barrier for another. The relationship of an organization with its members is economic but it is an error to think that it is exclusively economic.
