A sustainable policy framework requires a balance between social provision, safeguarding the environment and sound economics, described neatly as ‘people, planet, profit’.1 The World Commission on Environment and Development (WCED) report, Our Common Future (WCED 1987), defined sustainable development as, ‘… development that meets the needs of the present without compromising the ability of future generations to meet their own needs’.
