ABSTRACT

The successful implementation of Large Infrastructure Projects (LIPs) is regarded as highly important but in general management is failing to meet the high expectations during project delivery. The image of these major undertakings is far from positive: both researchers and practitioners observe delays, cost overruns, benefit shortfalls and a general failure to meet stakeholder expectations. One potential cause for failure is the lack of recognition and success of the project management of LIPs to manage the complexity of these mega projects. In order to investigate this, a study was initiated with the main research question: How to manage complexity in the implementation of LIPs in Europe? The research was carried out on six main cases across Europe.
