ABSTRACT

This chapter examines the types of techniques and strategies that are part of the program for the reduction in demand for illicit drugs. It focuses on a particular group of strategies: those practices associated with treatment and rehabilitation. Recent United Nations Office of Drugs and Crime (UNODC) documents suggest, however, that the control of supply is not the only program concerned with the regulation of illicit drugs. The last quarter of the twentieth century saw another style of program become increasingly evident. In 1989 the then newly formed Australian Capital Territory (ACT) Legislative Assembly established a Select Committee on HIV, Illegal Drugs and Prostitution. Buprenorphine is a long acting opioid used in a similar way to methadone. In particular it examines the case of methadone maintenance treatment (MMT); The World Drug Reports identify methadone maintenance treatment along with self-help groups, therapeutic communities, and counselling. Methadone is a controlled substance. It is listed in Schedule I of the SCoND.
