ABSTRACT
If current wisdom about terrorism is true, states that curtail immigration, soften support for asylum seekers, or discourage settlement and adaptation are surrendering to their enemy’s primary objectives. Terrorists, we are told, seek to undermine the global economic infrastructure, disrupt the ability of markets to function, and destroy the legitimacy of democratic institutions that support them. In today’s world, however, security is not imposed by erecting barriers that impede mobility; it is won by strengthening the institutions that protect transborder commercial and migration flows.
