ABSTRACT

The aim of this chapter is to give some guidance on how to evaluate and measure programmes and how they are linked with the more general occurrence of social change. This chapter focuses on practice change, combining this approach with established traditions of impact evaluation. We distinguish between programme outputs, outcomes and impacts, while cautioning against attributing pure overall impact to particular interventions and establishing linear causal chains. The chapter touches upon such concepts as the provisional stability of the programme, and discusses issues related to viability. A multi-method and realistic approach is proposed that includes the main elements of social practices and their supporting socio-material networks in its evaluation efforts.
