ABSTRACT

This book has focused on helping to understand how project initiation decisions are made, and exploring the influences that lead to more effective decisions. The emphasis has been on understanding the organization as it is, recognizing the cultural and organizational drivers at work, and working within the constraints of those drivers. Depending upon the role, and influence, of individuals – whether as project shapers or approving executives – they will have more or less impact in being able to evolve and change the organization. The evolution of organizational culture is a slow, involved, difficult and time-consuming process. In the face of any project initiation decision, the emphasis is therefore on ensuring that particular decision is as effective as possible, and on working within the boundaries of the organization as they exist at the time.
