ABSTRACT

The European project has all along been motivated by the desire for peace, as was made explicit in the 1950 'Schumann Declaration' which referred to the incipient European Coal and Steel Community (ECSC), the first building block of what is today the European Union. The partnership commenced with the so-called 'Barcelona process', encompassing the EU and countries of the Maghreb as well as the Levant, including both Israel and Palestine. In 2008, nothing less than a 'Union for the Mediterranean' (UfM) was launched at a summit meeting in Paris, 13 July. The intended strengthening of the CFSP 'machinery' in the revised Treaty on the European Union (TEU) and the accompanying Treaty on the Functioning of the European Union (TFEU) may help in these respects. The main emphasis is, however, placed on weapons of mass destruction (WMDs) and non-proliferation on which the Council in 2003 adopted a special strategy.
