ABSTRACT

Complex socio-technical systems are notoriously difficult to evaluate, the relationships between measurable processes and high-level descriptions of performance are neither clear nor well understood. Consequently, it is extremely difficult to relate the changes made to physical components to overall system performance. In the middle of the diagram, the purpose-related functions are listed. These are the functions that can be performed, which have the ability to influence directly one or more of the values and priority measures. The numbers in brackets in some of the nodes relate to the Combat Estimate questions. The responses provided show that some aspects of the new system were considered to be significantly better, whilst others were considered significantly worse. The evaluation of this system and the interpretation of the results indicates that the technology introduced to this system brings with it benefits, along with additional issues to be resolved.
