ABSTRACT

This chapter presents a range of practical tools and methods that can be used to inform the development of a new policy. It discusses innovative ways to open up policymaking to embrace the insights and experience of the general public, professionals and wider stakeholders in the system. Professional designers offer value to the policymakers as experts in managing innovation and creativity, guiding a range of different people through the practical process of turning new ideas into workable policies. The design team uses the research with local people in the co-discovery phase to generate new ideas and innovation. Design methods can be used to help establish a compelling qualitative evidence-base to underpin the mandate for change. Using design methods offers a way to increase the likelihood of the epiphanies occurring by applying research methods that are grounded in design ethnography and observed behaviours.
