ABSTRACT

Thinking back to Soft Systems Methodology (SSM), a description of what the problem is depends on each observer's Weltanschauung, their world-view. Regulatory problems occur when what is happening in the workplace puts the organization into contravention of either local legislation or foreign legislation that applies to the business's products. Customers are the people who are affected by the system's transformation, which means that they may receive some of the system's outputs directly or indirectly. The best way to get a redefinition of a problem statement from a different cultural perspective is to involve people from different cultural backgrounds in this initial discussion of the problem. Stating the opposite of the original problem statement often gives people involved with a problem one of those Ah-ha' moments, when they suddenly see something in a completely different way.
