ABSTRACT
As the history of urban transport shows, there are strong connections between the technologies of motorised mobility, the modes of urban transport, land use plan ning and city form and function. Opportunities and problems arose from these his torical developments to which national, state, and city governments responded. Of particular interest in these responses are the governance and public policy insti tutions. This chapter examines some of the reasons that motivated government intervention in urban transport and gave rise to the common models of ownership that feature public and private ownership.
