ABSTRACT

As the history of urban transport shows, there are strong connections between the technologies of motorised mobility, the modes of urban transport, land use plan­ ning and city form and function. Opportunities and problems arose from these his­ torical developments to which national, state, and city governments responded. Of particular interest in these responses are the governance and public policy insti­ tutions. This chapter examines some of the reasons that motivated government intervention in urban transport and gave rise to the common models of ownership that feature public and private ownership.
