ABSTRACT

This chapter analyses the way in which the United States (US) and the European Union (EU) have work together on Plan Colombia. It focuses on the characteristics of the EU and the US approach to drug control in Colombia and also the way in which they contributed to multinational co-operation with the Colombian government. It explores the political and diplomatic characteristics of Plan Colombia. It investigates to explain whether the characteristics and planning of the scheme influenced the decision-making of the EU and the US towards the Plan. The Colombian government's attempt to launch Plan Colombia was designed to involve the international community in its domestic drug control projects. It examines the EU project to support Colombia. Although the EU does not participate in Plan Colombia, it assists peace building in Colombia through alternative development and social and political development projects. It analyses the cost and benefits of the EU's non-military approach to drug control.
