ABSTRACT

Non-governmental organizations (NGOs) are being assigned a particularly active operative role in awareness raising the running of hotlines and ensuring third-party input on industry self-regulatory and content labelling efforts. The NGOs partly consist of what can be called the voluntary sector organizations with volunteers set up to assist, aid, create or run for example hospitals and healthcare institutions, child care facilities and homeless shelters in order to correct any inadequacies within the welfare state. It is not uncommon that the political masters of government institutions liaise with the NGOs rather than with the institution they have the power to instruct and use and sometimes even represent as members of government. By 2010 the UK-based Childnet International organization had expanded their focus to providing advice for parents regarding children's use of all media, through media campaigns, newsletters, presentations and courses throughout Norway. Their activities also included giving alternative advice to parents on the age rating of movies and games.
