ABSTRACT

This chapter examined the relationship between international technology transfer and the domestic energy governance of the recipient country, drawing on the Indian wind industry as an illustration. It then traces the historical evolution of India's wind industry to show how its governance structure has influenced the technology acquisition strategies of wind turbine manufacturers in India. Recognizing the need for a paradigm shift in the power sector reform, the central government introduced the Electricity Act 2003 to replace the existing legal framework for power sector governance. The enactment of the Electricity Act 2003 paved the way for a restructuring of the power sector, and for the first time in India, provided a legal framework dedicated to promoting renewable energy. The EU-India energy dialogue could support cross-border technical collaboration in this area, building on the EU's rich experience with public-private partnership for R&D in the renewable energy fields.
