ABSTRACT

This chapter presents a comprehensive comparison of the energy dialogues based on the theoretical and the methodological design. Each explanatory factor is considered in regard to the empirical phenomena and problems, and as contextual factors, the multilateral and regional embeddedness of the EU-Emerging Power dialogues are analyzed. The India-EU energy dialogue dates back to 2005 and focuses on India's growing demand for energy and energy technologies, with mitigating climate change impacts considered the most important issues on the agenda. In the horizontal dimension, the polyphonous institutional structure of the European governance network and the cross-cutting nature of energy policy imply that numerous Directorate-Generals (DGs) are involved in policymaking in the field of energy. While the EU is motivated primarily by combatting climate change and less by technology transfer, the EPs focus mostly on technology transfer and on the promotion of private sector cooperation or else market entry.
