ABSTRACT
This volume has illustrated the EU’s attempt to deliver its message in the field of energy cooperation to strong emerging players in a world of power shifts. The ideas put forward in Herman Van Rompuy’s statement above, that the EU is punching below its weight and is ineffective in delivering a common message, have been analyzed in the previous chapters.
