ABSTRACT
Just for the avoidance of doubt, as lawyers would say, facilitation payments are small (and sometimes not so small), ad hoc (and not always so ad hoc) payments of other advantages (usually, but not necessarily, made to foreign public officials (FPOs)) to encourage or reward them to perform their duties as required or, more often, to remove artificial barriers they have deliberately contrived to extort bribes.
