ABSTRACT

The relationship between cities and new information and communication technologies (NICT) is constantly evolving and produces transformations in the functional, but also physical, urban system, perceivable by the urban community. NICT act on the functional system of the city activating processes of "virtualization". The digital network topology can facilitate useful synergies for urban development, if it is deployed in harmony with the town master plan. Digital osmosis is the shifting of urban activities from the urban functional system to cyberspace and vice versa that characterizing cities more and more. The Digital Plan is not a urban planning tool, but intends to be an overlapping field of concerted development between ICT and infrastructure. The rules for Digital Urban Plan (DUP) implementations will have to be linked, within possibly a Geographical Information System (GIS), to the different identified digital zones, and represent an articulation containing all the indications for territorial wiring and digitalization.
