ABSTRACT
This constitution has for its general end in view, the greatest happiness of the greatest number: a namely, of the members of this political state: in other words, the promoting or advancement of their interests. By the universal interest, understand the aggregate of those same interests. This is the all-comprehensive end, to the accomplishment of which, the several arrangements contained in the ensuing code are, all of them, directed.
