ABSTRACT

This book begins with a need: to document and analyse contemporary forms of state violence. One key milestone was the creation of the Istanbul Protocol in 1999, which became the tool of international consensus for the documentation of torture and ill-treatment. Endorsed by the United Nations, it has been adapted to different contexts: there are local versions; guidelines for doctors, psychologists and lawyers; and a broad range of training materials available in different languages and for different audiences (Baykal, Schlar and Kapkin, 2004; Den Otter, 2013; International Rehabilitation Council for Torture Victims, 2009; Redress, 2004; United Nations High Commissioner for Human Rights, 2004).
