ABSTRACT

In Section 2, the basic components of what is called a ‘knowledge order’ will be outlined. Thereafter, a core element of a knowledge order, namely ‘mechanisms’, is elaborated in more depth (in Section 3) because these mechanisms refer to the communicative interactions of actors in the development of a knowledge order, or more precisely, the processes of its formation and reproduction as well as transformation. In particular, these mechanisms will be elaborated with reference to the results of the aforementioned comparative study of climate policy in the German cities of Frankfurt, Munich and Stuttgart.1 Finally, in Section 4, the other components of a knowledge order will also be elaborated with reference to the empirical results of this comparative study, and a brief conclusion will be drawn in Section 5.
