For descriptive purposes in the following presentation of our case studies, we also apply the concept of ‘frames’ as introduced by Rein and Schön (1993). They describe a frame as ‘a perspective from which an amorphous, ill-defined, problematic situation can be made sense of and acted on’ (ibid. 146, see also Nilsson 2005).
