ABSTRACT

Some aspects of security have received more attention than others due to their selection as targets of terrorism. It is possible that this focus will shift as new technologies make current security measures obsolete and as successful security systems harden certain targets against attack. Those confronting security problems are faced with at least three aspects of the situation that must be considered: physical security, operational security, and personnel security. The "Red Team" of National Security Agency surrogate hackers, using computers, modems, and software technology that is easily accessible on what is often called the "dark side of the Internet", were able to inflict crippling damage. While airports, after the events of September 11, were the focus of U. S. infrastructure protection efforts, other nations have experienced attacks on other transportation systems, cyber networks, energy and water systems, and many critical infrastructures. The multiple events of "stowaways" on commercial flights in the United States illustrate that security problems remain, in many forms.
