From 1038 Bce when the Dukes of Zhou and Shao founded Luoyi in the Yi-Luo Basin until 938 Ce when Shi Jingtang officially set up his capital in Kaifeng, Luoyang had remained a top choice for the dynastic capital of the north or the entire realm.
