ABSTRACT
This chapter sets out the background toWestern Paper, an extended case study. It begins the process of discovery, which is the first stage in any consulting process. For the avoidance of doubt,Western Paper does exist, but not by that name, and it does not have all the problems and issues that will be ascribed to it. The actual situation has been extended with additions from other cases as necessary to ensure the presence of those characteristics necessary for completeness in the study. Names and places have been changed throughout and any remaining similarity to real people or places is entirely coincidental.
