ABSTRACT

Politics and policy are intertwined, particularly in an area as important and contentious issues of the economy and the environment such as climate and clean energy policy. Politics shapes policy tools. Although the scientific community accepts anthropogenic global warming as a reality with the emissions of fossil fuels, the problem and its solutions remains a point of debate at every level of governance. The state debates and actions on clean energy policy tools reflects the challenging national discourse in the development of solutions to these wicked problems. Focusing on governors, this chapter will look at the ideological divides and the role of politics in shaping policy agendas and implementation of climate and clean energy policies, programs, and regulations.
