ABSTRACT

Dr. Gwendolyn A. Bullock-Smith has had a remarkable career as a public administrator practitioner at the federal, state, and local government levels. She has exemplified strength, perseverance, resiliency, tenacity, and intellectual foresight throughout her career of over 40  years. In her words, she was “an African American female, who was determined not only to succeed, but to emotionally survive in an often hostile environment” (BullockSmith, 2015). Rising from the ashes like the proverbial Phoenix in both her personal and professional lives, Gwendolyn Bullock-Smith overcame enormous odds to excel in life as well as a public administration world in which she faced the double whammy of being a woman and an African American.
