Clearly demands on resources are going to be satisfied to some extent, depending on the costs involved. These costs can be controlled to a degree by shifting consumption and production processes toward or away from goods and services that draw heavily on natural resources. Even though such adjustments are desirable, it is by no means clear that they can be made.
