ABSTRACT

The way in which one views the potential usefulness of remote sensors and today people presumably are thinking of remote sensors in the context of satellites. Because of professional training and the kinds of problems Professor Sargent is accustomed to working on and thinking about, the scene in front of the economist's window is rather panoramic. It includes the general problem of how a society goes about deciding what things to produce and how to produce them. It also includes remote sensors carried in satellites, but one must use an extremely high-powered telescope to see that part of the panorama. A complete discussion of the problem of evaluating remote sensors in satellites is not possible here, but perhaps a series of disconnected comments gives some indication of what is involved in the problem. People must recognize the great complications that are introduced into evaluation of these programs by the fact that different governments are involved.
