ABSTRACT

This chapter examines the monitoring procedures of the Istanbul Convention. The monitoring mechanisms are a crucial part of any human rights treaty. Under Article 66(1) of the Istanbul Convention, implementation is monitored by a Group of Experts on Action against Violence against Women and Domestic Violence, known as Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO). Article 68 of Istanbul Convention sets out the details of the monitoring procedures, to be carried out by GREVIO. The European Women's Lobby has put together a 'Lobbying Kit' which gives advice to NGOs seeking to play a part in ensuring that the monitoring procedures are effective. Article 70(3) states that the Parliamentary Assembly of the Council of Europe shall be invited to take stock regularly regarding the implementation of the Convention. NGOs should advocate for a meaningful application of the mechanism regarding the involvement of national parliaments in the evaluation and monitoring process.
