ABSTRACT

These requirements for resources, competences and concerted action mean that there has to be an appropriate level of emergency preparedness in all organisations. The first step in this preparedness is to identify those events which could lead to an emergency and this is usually done in two stages: 1. Identify outcomes that would need an emergency response. Typical outcomes include fires, explosions and

losses of containment of chemicals, substances or radiations. This identification of outcomes is, in essence, a risk assessment exercise and can, therefore, be carried out using an appropriate range of risk assessment techniques.
