ABSTRACT

The development process in any country can hardly take off successfully if efforts are concentrated solely on rural and agricultural development. This is because increased productivity within the rural sector can only be sustained through simultaneous development in urban and industrial activities. Apart from the social services provided for the rural population, urban centres constitute the location for industrial enterprises engaged in the final stage of processing agricultural raw materials and serve additionally as markets for food crops from the rural areas. Hence, in the development process, rural and urban transformation must be seen as two sides of the same coin.
