ABSTRACT

Galbraith (1983) pointed out, “Economics is extremely useful as a form of employment for economists”, to which must be added in this context—as is agricultural policy for agricultural economists. Parenthetically, the consumer is almost last on this program which, it seems to me, corresponds generally to her/his position on the agenda when agricultural legislation is considered in the U. S. Department of Agriculture—yet, food programs comprise about half of the budget of the Department.
