ABSTRACT

The point has already beenmade that strategic thinking should normally be hard work.One reason for this is the existence of strategic issues. Some guides on how to do strategic planning spell out that strategic issues need to be identified and managed. Some organizations set up fast-track systems tomanage strategic issues alongside their normal system for producing long-term strategic plans. Such a fast-track system could be conceptualized as in Figure 7.1 below. The most direct way to uncover strategic issues is to ask two questions:
