ABSTRACT

If there is, in fact, a problem associated with the ever growing quantity of pesticides introduced into the environment annually that warrants the attention of policy makers at the state or national level, then our review has shown that there must be spillover effects of such magnitude and distribution that the marketplace cannot adjust the values. The result of this inability to make the adjustment is the improper allocation of resources. Policies are then needed to bring about the value adjustments and the proper allocation of resources in pest control.
