ABSTRACT
I guess the problem both Leo Mayer and I have in speaking on this subject is finding something to say that is new and interesting but won’t get us both fired. So what I will do is talk mainly about bilateral negotiations, because I think that is probably what most people would like to hear, but to the extent I can I would also like to make some links to the multilateral negotiations.
