ABSTRACT
One of the challenges of freer trade is harmonization of national policies. It is important, in considering the need and prospects for harmonization, to understand the reasons for a particular policy response and how firmly entrenched it might be. This is especially relevant in the context of Canadian-U.S. agricultural trade, where similar kinds of problems in each country have often evoked a somewhat different policy response.
