ABSTRACT
Fire legislation, like other health and safety legislation, has evolved over a period of time, having its roots in the Industrial Revolution. It developed gradually, meeting individual and specific needs as and when it was necessary, embracing diverse premises. This approach to its development led to a fragmented body of legislation not just in relation to its requirements but also its enforcement. This lack of uniformity created pressure for rationalisation and consolidation.
