ABSTRACT
These Regulations (LOLER) apply to all lifting equipment, whether it is existing, second-hand, leased or new, and to all premises and work situations covered by the Health and Safety at Work etc Act 1974. Other legislation, including the Construction (Lifting Operations) Regulations 1961, was replaced with effect from 5 December 1998, but the Docks Regulations 1988 have been only partially revoked. LOLER builds on the requirements of the Provision and Use of Work Equipment Regulations 1998 (PUWER 98) which came into force on the same day, and should be read in conjunction with them. Duty holders providing lifting equipment will need to comply with relevant parts of both PUWER 98 and LOLER.
