ABSTRACT
This piece of legislation became law partly as a result of campaigning by lawyers, trade unions and corporate responsibility groups over a 10-year period, partly as a result of the Law Commission’s 1996 report on reforming the law on involuntary manslaughter, and partly because it was a New Labour manifesto commitment. However, it had a long and painful birth and came close to not appearing at all.
