ABSTRACT
The first chapter began to narrow this book’s scope of inquiry. We do not put ourselves inthe shoes of legislators, nor do we examine how elections or lobbying or presidential leadership produce new law. But while this book does not explore many important political issues, it inevitably steers us into thinking about politics, for three reasons.
