ABSTRACT

Politics has been described as the art of compromise, a process of give and take. The greater the diversity of the population, the greater the number of competing interests involved in this process. That is particularly true of California where the population is not just growing but growing ever more heterogeneous. Evidence of this increasing diversity can be seen in large areas of most California cities where signs are almost exclusively in a foreign language and shops and restaurants cater to the needs and wants of the foreign born.
