ABSTRACT

Employment in a public bureaucracy is a privilege. With a government job comesa steady income, authority, and, in many societies, a relatively high level of prestige. Public sector employment also places certain restrictions on its workforce. In a monarchy, loyalty to the royal family is a prerequisite to government employment. Dictators or military governments that run countries demand support. In democracies with competitive political parties and a commitment to protect certain basic individual freedoms, however, the expectations and requirements of loyalty are not obvious.
