ABSTRACT

This chapter focuses on the discussion of migrant students by going inside a number of migrant schools to investigate what leaders do in these schools. It provides background information about migrant children and hukou. The chapter reiterates the policy progress Shanghai has made to enhance equity for migrant children. It aims to sketch of the policy context within which leaders of migrant children's schools enact their roles. The chapter reports interview findings with the principals of the several migrant children's schools. The interview data illustrates how these leaders worked to improve the quality of disadvantaged students' education. The chapter discusses the factors shaping the leadership practices and the implications for further understanding educational quality and equity in Shanghai. It examines the strides Shanghai has made in broadening the educational opportunities and improving the educational quality for migrant children. The chapter provides insiders' views of how the policies shape leadership practices and education of migrant children.
